    Join ULI Philadelphia for the next program in our Member Breakfast Series, our almost monthly program exclusively for members.

    In 2020, the Philadelphia Housing Authority received a $30 million Choice Neighborhood Implementation Grant to focus on strategies to improve the quality of life for local residents, including improved housing and better neighborhood conditions. Pennrose and Shift Capital are two of many developers engaged with PHA and local stakeholders to integrate affordable housing and quality of life improvements such as neighborhood retail.

    Lindsey Samsi, Senior Developer at Pennrose, and Nancy Gephart, Partner at Shift Capital, will discuss how their teams have worked to advance the priorities of the Sharswood/Blumberg Transformation Plan through a unique public private partnership structure, financed by an innovative combination of federal, state, local, and private investments.

    Lindsey Samsi

    Senior Developer, Pennrose LLC

    With more than 10 years of industry experience, Lindsey Samsi currently serves as Senior Developer for Pennrose. In this role, she has total responsibility for the successful development of a full spectrum of real estate development projects. She is responsible for complete leadership of an in-house team of Developers, Associate Developers, and Administrative Assistants and is simultaneously responsible for multiple projects in varying stages of development - overseeing and orchestrating the completion of multiple developments and the activities of the development team. Lindsey started at Pennrose in April 2016 as the company’s first Assistant Developer. She works with senior leadership to manage the sourcing, financing, design and construction, lease-up, and stabilization of a diverse array of Pennrose’s portfolio of multi-family, mixed-use conventional, and affordable real estate assets in Philadelphia and New Jersey. As a Developer at Pennrose, she has closed on affordable housing developments totaling over $300 million and almost 500 units including an affordable housing development in Dover, NJ for Veterans, and active-duty families and three phases of scattered site affordable housing development in the Sharswood neighborhood of North Philadelphia, for families and individuals, as part of the Philadelphia Housing Authority’s CNI plan.

    Nancy Gephart

    VP of Development, Shift Capital

    Nancy Gephart is a Partner and leads the Capital Markets team at Shift Capital, a social impact real estate developer based in Philadelphia. Shift owns roughly $400MM of real estate throughout the Mid-Atlantic, and Nancy is responsible for capitalizing these assets and creating financial and strategic roadmaps for future growth. Prior to joining Shift, she worked at Capital Impact Partners, a Community Development Financial Institution (CDFI) lending to healthcare, education, healthy food, and mixed-use projects nationwide. She deployed over $100MM to impactful real estate projects and led CIP’s healthy food and DC housing strategies. She has also previously worked for the Michigan Social Venture Fund, a mission-driven venture capital fund, and a public-private partnership with the World Wildlife Fund in Lao PDR. Nancy received her BA from Williams College and MBA and MS from the Ross School of Business at the University of Michigan. She is currently a Board Member of the DC Coalition for the Homeless and Uplift Solutions, nonprofits that serve justice-involved adults in Washington, DC and Philadelphia.
