    David Feldman OVERVIEW Experienced Director, Manager and Instructor; expert in neighborhood planning and revitalization, project and program design and implementation, non-profit management; advocate for public and private initiatives and partnerships to improve the built environment. Specialties in sustainable development, zoning, land use, local and state government, real estate markets, housing development and preservation, home repair, historic preservation, green building and public housing finance. KEY EXPERIENCE AND ACCOMPLISHMENTS Municipal Technical Assistance • Published manual for municipal implementation of Pennsylvania’s Land Bank legislation. • Embedded in Flint Michigan City Hall successfully complete Flint’s stalled Neighborhood Stabilization Program’s project of 40 new homes to rebuild a blighted critical neighborhood. • Provided technical assistance for New York City’s Sandy relief program “Build it Back”, moving thousands of impacted homeowners forward in their process for home repair and reimbursement. • Managed public stakeholder participation process for urban redevelopment program in York, PA. • Beta testing and consultation on residential sections of new Philadelphia Zoning Code. Housing Development • Established and managed Frankford home rehabilitation program, acquiring over 80% of vacant homes in target neighborhood, providing affordable homeownership and eliminating blight. • One of top three scattered site Neighborhood Stabilization Program developers in citywide rehabilitation program, converting vacant, foreclosed houses to affordable homeownership. • Underwrote and provided technical assistance for development of over 1,000 units of newly constructed and rehabilitated housing units in Philadelphia as LISC Senior Program Officer. • Provided direct project management for
