     Join ULI Philadelphia and the Women's Leadership Initiative for a discussion around public health partnerships and their role in equitable development. Our region has seen tremendous efforts in public health as institutions have partnered to re-imagine healthcare to address the social determinants of health in historically underserved communities. Although medical care is critically important, housing, access to jobs, quality food, childcare, sense of belonging and the safety of our neighborhoods play a vital role in the health of our communities.
     
    This public health panel brings together leaders from institutions who are working to provide health care and critical programs and services to Philadelphia’s communities. Join us to learn about their efforts, the challenges, and opportunities in partnerships that play a vital role in promoting health and equity in our neighborhoods.

    Ann Healy

    Executive Director, Philadelphia Health Partnership

    Ann Marie became the Philadelphia Health Partnership’s first Executive Director in 2006 after serving as the Foundation’s administrator since its inception in 1997. She is responsible for managing all aspects of the Philadelphia Health Partnership’s operations, finances, and grant management, as well as implementation of the Board’s strategies. Ann Marie began her career in nonprofit management as Vice President for operations and development of 10,000 Friends of Pennsylvania, a nonprofit dedicated to revitalizing cities and towns, conserving rural lands, and reducing sprawl. In addition, she served as the administrator for the Union Benevolent Association, one of the oldest charities in continuous existence in Philadelphia and as the executive assistant to the president of the Pennsylvania Environmental Council. Ann Marie serves on the Board of Directors as the Treasurer of the Pennsylvania Coalition for Oral Health and is a member of the Pennsylvania Health Funders Collaborative, Grantmakers in Health, and Philanthropy Network Greater Philadelphia. A Drexel University Leading for Change Fellow, she holds a Bachelor’s of Liberal Studies degree from St. Joseph’s University and is a graduate of the Nonprofit Executive Leadership Institute at Bryn Mawr College.

    Liz Hersh

    Principal, Policy and Advocacy, City of Philadelphia

    Liz Hersh, Director of the Office of Homeless Services, brings decades of experience unifying broad, bipartisan coalitions to build strong communities, expand affordable housing, and create opportunity for those experiencing homelessness. From her early work with the Philadelphia-based Tenants Action Group to 14 years heading the Housing Alliance of Pennsylvania, Hersh has consistently found common ground across diverse groups of people to bring about change. At the Housing Alliance, Hersh worked to pass 17 state laws and leveraged nearly half a billion dollars to protect communities and affordable housing. Hersh earned a master’s degree from the University of Chicago and is a proud alumna of Philadelphia’s Girls High. She has served on numerous boards as well as the transition teams for Governor Ed Rendell and Governor Tom Wolf. Under Hersh’s leadership, the Office of Homeless Services has expanded its permanent supportive housing by hundreds of units and undergone comprehensive, agency-wide reforms to improve efficiency and effectiveness. A lifelong Philadelphian, she lives in the house she grew up in and knows that having a stable, safe place to call home is something everyone in society deserves. She lives in Philadelphia’s Mt. Airy neighborhood.

    Keri Salerno

    Senior Director, Economic Inclusio, Public Health Management Corporation

    Keri Salerno brings over 20 years of experience working in the non-profit, public, and political sectors. During this time, she has raised an estimated $60M from government, philanthropy, corporations, and individuals on behalf of non-profits, government, and political and issues-based campaigns. Throughout her career she has had the privilege to work with a variety of sectors – design, planning, public health, workforce development, criminal justice, sustainability, and arts and culture; interact with a diverse set of leaders – elected officials, non-profit professionals, corporate citizens, philanthropists, and activists; and develop several skill sets – fundraising, advocacy, and project, coalition, staff, consultant, and budget management. Lastly, she has experience working with diverse teams of staff and external stakeholders. Currently, Ms. Salerno is working in Public Health Management Corporation’s (PHMC) Health Promotion Services Division where she oversees its work in the built environment, workforce development, and sexual health. This is Ms. Salerno’s second position at PHMC having served as Senior Director, Strategic Initiatives for the same division where she oversaw the portfolios related to nutrition and safe streets and raised an estimated $25M, created three new business lines, and generated several opportunities for organizational exposure. Prior to joining PHMC, Ms. Salerno spent almost eight years in the public sector serving under New Jersey Senate President Stephen Sweeney and Philadelphia Mayor Michael A. Nutter. Much of this time was spent creating programs and policies to aid vulnerable populations specifically those who have been justice involved and/or affected by gun violence. In the early part of her career, she spent over six years as a fundraiser and grassroots organizer for local, state, federal, and issue based and electoral campaigns. In addition to her professional experience, Ms. Salerno has been civically engaged in Philadelphia. She currently serves on the Board of Directors of Philadelphia250 where she served as Secretary for 7 years and was also a founding member. In addition, in May 2022, she was elected Committeeperson for the 2nd Ward 9th Division. For five years she was a publisher, editor, manager of volunteer writers and writer for the Philadelphia Social Innovations Journal. She was President and a founding Board Member of Philadelphia Young Non-profit Leaders and a member of Young Involved Philadelphia and Young America PAC. Lastly, she is an award-winning gardener having placed in Pennsylvania Horticultural Society’s Gardening and Greening Contest in 2013. Ms. Salerno holds a Masters in Government Administration and Certificate in Non-profit Management from the Fels Institute of Government at the University of Pennsylvania. She received a Bachelor of Arts in History and Political Science from Tulane University. While at Tulane, Ms. Salerno spent her junior year abroad studying modern Greek history and international relations at College Year in Athens. Originally from Harrisburg, PA, Keri Salerno currently resides in the Italian Market neighborhood of Philadelphia with her husband and their infant daughter and dog.

    Carrie Collins

    Chief Advancement & Strategic Planning Officer, Philadelphia College of Osteopathic Medicine

    Carrie Collins, JD, PhD is the Chief Advancement and Strategic Planning Officer at Philadelphia College of Osteopathic Medicine (PCOM). Carrie oversees an advancement team that has recorded record growth in total commitments and closed the largest amount in the College’s history—3 years in a row. She is the primary architect of the PCOM 2025 strategic plan and leads strategy and plan execution for the institution. Previously, Carrie was vice president of institutional advancement at University of the Sciences (now St. Joseph’s University), and she held multiple roles at Duquesne University in Pittsburgh, Pennsylvania. Carrie began her career as a transactional attorney with a practice focused on start-up companies and corporate governance. Carrie is on the editorial board of the Journal of Education Advancement and Marketing and on the Board of Visitors at the University of Pittsburgh School of Law. Carrie is also a founding member of Chief, a private network focused on supporting women leaders. Carrie graduated with a B.A. from the University of Pittsburgh, summa cum laude, Phi Beta Kappa; J.D. from the University of Pittsburgh School of Law; M.A. in Leadership and Liberal Studies from Duquesne University; and Ph.D. in Leadership from University of the Cumberlands.

    Donna Bailey

    Chief Integrated Health Services Officer, Public Health Management Corporation

    Donna E.M. Bailey is the Chief Integrated Health Services Officer for Public Health Management Corporation (PHMC). In this role, Ms. Bailey is responsible for the portfolio of integrated health services (primary care and behavioral health services and programs) for PHMC and its subsidiaries. With a focus on quality, access, and fiscal accountability, Ms. Bailey provides leadership on program implementation, new business development, integration of services, organizational strategy and staff development. Prior to joining PHMC, Ms. Bailey held several positions with Community Behavioral Health (CBH), a nonprofit 501c(3) corporation contracted by the City of Philadelphia to manage the delivery of behavioral health services for more than 700,000 eligible Medicaid recipients of Philadelphia County. During her nearly 9 year tenure with CBH, Ms. Bailey served as Chief of Staff, Compliance Officer, Chief Operating Officer, and Interim Chief Executive Officer. Prior to her time at CBH, Donna held several leadership positions within the City of Philadelphia government. Among her accomplishments with the City, Donna facilitated development of a major housing initiative yielding 2,500 new housing options for low-income and disabled Philadelphians. Ms. Bailey has anchored her career in the human services sector for over 20 years and is a passionate advocate for equity and social justice. She is also a proud Philadelphia native and a graduate of Swarthmore College, Pennsylvania State University, and the University of Pennsylvania.
