Justin is the Director of Construction at Anchor Health Properties. He is responsible for overseeing the planning and management of construction projects at medical real-estate owned by Anchor and development projects for Anchor’s healthcare clients. Prior to joining Anchor, Justin held key project management positions with Tower Health and AEM Architects. While at Tower Health, Justin managed the planning, design, and construction of new outpatient practices and new medical office buildings for the health system for urgent care, primary care, behavioral health, and specialty practices. At AEM Architects, his practice of architecture was varied amongst multiple service lines and included projects in excess of 100,000 square feet and $20,000,000. Justin is a Registered Architect and a member of the American Institute of Architects. He is a LEED Green Associate, and a member of the American Society for Healthcare Engineering.

Victor Radina joined UHS in July 2017 as Senior Vice President, Corporate Development. In this capacity, he leads the company’s Strategic Business Development, focusing on Mergers, Acquisitions, and Joint Venture Partnerships across UHS’ Acute, Behavioral, Ambulatory, Physician and Managed Care Divisions. Mr. Radina brings valuable perspective through his extensive not-for-profit health care investment banking experience, including strategic and capital financing engagements for integrated health care delivery systems, academic medical centers, multi-state provider systems, and managed care organizations. Well-networked in the industry, Mr. Radina is highly knowledgeable in the full continuum of care and strategic issues facing health care organizations, including the issues and demands on health care providers evolving into the new paradigm of value and risk. Prior to joining UHS, Mr. Radina spent close to 20 years in Not-for-Profit Health Care Investment Banking working with not-for-profit health care organizations across the country in the development and execution of strategic and capital financing initiatives. He began his investment banking career at Citigroup in 1997 and then joined Morgan Stanley in 2014. Prior to joining Citigroup, Mr. Radina worked at SmithKline Beecham Pharmaceuticals in Collegeville, Pennsylvania as a data consultant in a clinical research department focusing on cancer and rheumatoid arthritis drug research and development. Mr. Radina graduated cum laude from Villanova University, where he majored in Finance and English. He also holds a Masters in Healthcare Administration with a Specialization in Informatics at Saint Joseph's University.

Cindy has worked in healthcare strategy for over 20 years, ranging across the provider, payor and life sciences sectors. She is recognized as one of Modern Healthcare’s 2021 Top 25 Diversity Leaders in Healthcare. She is named by the Becker's Hospital Review in 2017, 2016 and 2015 as one of the top 130 women hospital and health system leaders to know. She is named as Delaware Today's 2017 Women in Business honoree. She is also a TEDx Talk Speaker. Cindy is also part of several distinguished Fellowships; she is a Malcolm Baldrige Executive Fellow and an Aspen Institute Health Innovators Fellow. She is also an appointed Member by Governor John Carney on the Delaware Economic and Financial Advisory Council (DEFAC). Cindy is currently serving on several distinguished Boards. She is a Board Member for The Clinic for Special Children in Strasburg, PA; Mercy Health Mercy Kids Board of Trustees; the American Lung Association for the Mid-Atlantic; and the Delaware Center for Health Innovation (DCHI). She volunteers as the current Co-Chair of the United Way of Delaware Young United Professionals. In the past, she has volunteered for City Year in Philadelphia, PA; Dekalb Community Service Board in Atlanta, GA; and The William J. Clinton Foundation in New York, NY.

Richard Feldman is Co-Founder and Managing Principal at Behavioral Health Advisory Group, bringing over 30 years of C-suite experience to healthcare providers seeking strategic vision, operational excellence, and strong financial performance in the behavioral healthcare space. He has served as President and Chief Executive Officer of a national healthcare company, a hospital CEO, and founder of consulting firms in the United States and Costa Rica. His expertise in strategic planning, business and organizational development, finance, and leadership training, has helped over 200 hospitals and healthcare systems across the US achieve their community and business goals. Richard holds an MBA degree from the Graduate School of Business, University of Pittsburgh; an MSW degree from the Graduate School of Social Administration, Temple University; and a BA in International Affairs from The School of Public and International Affairs, The George Washington University. He currently serves as an Affiliate Clinical Instructor in the Department of Health Administration, College of Health Professions, at Virginia Commonwealth University. He speaks at conferences and universities on topics that include healthcare economics, healthcare policy and politics, and the value of behavioral health integration.
