    In 2009, Philadelphia was facing high retail vacancy rates across the city, including in Center City and along West Philadelphia’s 52nd Street corridor. Through collaborative and intentional efforts, those conditions improved in the last decade, while current circumstances threaten some of those gains. Hear how leaders are developing new strategies and tools to reposition these submarkets, how businesses are pivoting to offer more essential sets of goods, and what the winter months could mean for retailers and restaurants.

    Dawn Summerville

    Deputy Commerce Director, Philadelphia Department of Commerce

    Dawn Summerville has over 16 years of experience in economic development. She has learned firsthand about creating opportunities while working directly with small businesses in Philadelphia’s neighborhoods. In her current role, Dawn leads a team focused on attracting regional and national companies to Philadelphia. Prior to joining local government, she worked in several capacities within media entertainment, marketing, and the fashion industry. In all roles, she concentrated on business development and client impact.

    Jesse Blitzstein

    Director of Community and Economic Development, The Enterprise Center CDC

    Jesse Blitzstein is the Director of Community and Economic Development at The Enterprise Center, where he helps lead strategy development and implementation of the nonprofit's community engagement and neighborhood revitalization initiatives in West Philadelphia. He has seven years and counting of experience with conducting community outreach, leading community meetings, fostering stakeholder partnerships, planning and implementing "Main Street" commercial corridor revitalization strategies, and exploring creative, community-oriented real estate development solutions. Jesse has a Bachelor of Arts degree in Government and Politics from the University of Maryland, and a Master of City Planning degree from the University of Pennsylvania.

    Paige Jaffe

    Managing Director, JLL Philadelphia, JLL

    Paige joined JLL in 2019, bringing over twelve years of experience in retail real estate. Throughout her career, Paige has worked in high street markets including Philadelphia, New York City, Pittsburgh and Boston. She has grown her roster of landlord clients to include prestigious entrepreneurial and institutional owners such as Pearl Properties, The Nightingale Group, National Real Estate Advisors, The Goldenberg Group, ASB, Hines, Brickstone, Samsom Asset Management, Alterra Property Group, Kimco and many more. Paige represents an impressive list of retailers and has completed multiple transactions for many significant tenants. She has closed important deals in high profile locations for Apple, Madewell, Nordstrom Rack, Free People, Anthropologie, Warby Parker, J.Crew, Carhartt, and Paper Source. Paige also works closely with some of the top food and beverage operators, both locally and nationally. She has completed multiple transactions with CAVA, Wawa, Starr Restaurants, Garces Restaurant Group, Marc Vetri, Le Pain Quotidien, Del Frisco’s and Schulson Collective.

    Paul Levy

    President & CEO, Center City District

    Paul is the founding chief executive of the CCD, serving in that capacity since January 1991. The CCD is a $27.9 million downtown management district, which provides security, cleaning, place marketing and planning services, as well as streetscape and park improvements for the central business district of Philadelphia.

    Catherine Timko

    The Riddle Company

    Catherine Timko is a nationally renowned urban strategist with particular expertise on emerging markets and retail. With a degree in urban studies. Catherine has more than 25 years of experience in economic and real estate development. More than just promises of success, Catherine delivers demonstrated success in positioning companies, communities and local economies to effectively compete. Her work is transformative, influencing the restructuring of corporate and community economies, consumer and market perception and resulting in significant new investment. Drawing on her experience in the field with projects in South Beach and Washington, DC, Catherine has been instrumental in the development of critical financing and marketing tools to support retail and real estate development, retail and business attraction, and even local investment ratings. Many are now industry accepted best practices. Her recent work on the Center City Philadelphia retail campaign, Be In On It, has achieved national recognition and resulted in new retail investment and enhance marketplace awareness. Catherine has completed over 200 projects and studies with companies, communities and economies of all sizes and strengths from companies such as Roadside Development and Equity Residential to Washington, DC, Ohio City, OH, Philadelphia, PA and Newark, NJ. Her earned media for client communities and investors is valued at more than $150 million to date. She is widely published in the area of real estate and economic development and a frequent presenter on best practices in economic development marketing. Catherine is the former Dean for Economic Development for ICSC University of Shopping Centers and is active in many key, industry organizations including APA, IEDC, ICSC, PDA and ULI.
