    Join us for the return of the ULI Philadelphia Member Breakfast, now virtual. Hear from members of the Public/Private Partnership National Product Council: Corinne Packard Beasley, NYU Schack Institute of Real Estate (Philadelphia) and Stephen Friedman, SB Friedman Development Advisors (Chicago). Corinne and Stephen will discuss the creation of the report, Successful Public/Private Partnerships: From Principles to Practices, and how the ideas have been received among communities around the country.

    Steve Friedman

    President, SB Friedman

    Stephen Friedman , FAICP, CRE leads SB Friedman Development Advisors, a 28‐year‐old, 25 ‐ person development advisory firm focusing on innovative public private partnerships and developmentstrategies. The work covers the broad spectrum of market and financial feasibility, development strategies, creating public-private partnerships, and structuring financing programs. Mr. Friedman and the firm are deeply engaged in the use of TIF and New Markets Tax Credits for a wide range of projects resulting in $3.5 billion in public funding in over $11billion in projects over the past 15 years for a wide variety of redevelopment and community facility projects. The firm has done substantial work on value capture for transportationinfrastructure and was lead consultant to create a special Transit TIF for the Red & Purple Line Modernization program in Chicago generating over $600 to help match a Core Capacity Grant. He is a Series-50- qualified Municipal Advisor Representative. He was CoChair of the Urban Land Institute Chicago District Council Infrastructure Initiative that resulted in the “Gamechangers Model.” He served as series chair of “An Agenda for Growth of the Chicago Region,” chair of the Chicago District Council, and chair of Urban Development Mixed Use Council – Purple, and is currently a member of the Public Private Partnership Council Gold Flight leadership team. He recently chaired the committee that prepared the ULI publication "Successful Public-Private Partnerships: From Principles to Practices." He also serves as a member of the Executive Committee of The Civic Federation and on the boards of other civic, professional, social service, and educational institutions. He holds the designation of Counselor of Real Estate (CRE) and is a fellow of the American Institute of Certified Planners (FAICP). Mr. Friedman holds a Bachelor’s degree from Goddard College and a MS from the University of Wisconsin at Madison, Urban and Regional Planning.

    Cori Packard Beasley

    Professor, NYU Schack Institute of Real Estate

    Corinne Packard Beasley is a Clinical Assistant Professor at the NYU Schack Institute of Real Estate and a Lecturer at the University of Pennsylvania. She brings experience in both government and private development to her teaching, which is focused on public‐private development, urban real estate development and post‐catastrophe revitalization. Ms.Beasley is the former Vice President of Development at the Hudson Yards Development Corporation, which is the City entity charged with spearheading the implementation of the Hudson Yards development program, which includes the extension of the No.7 Subway Line, the redevelopment of the MTA Railyards, as well as other development sites between roughly 30th Street and 42nd Street, west of 8th Avenue. Prior to working at HYDC, Ms. Packard was a VicePresident of the Financial Services division of the New York City Economic Development Corporation, where she structured City incentives and discretionary capital investments in real estate and economic development projects throughout the five boroughs, including Atlantic Yards and Coney Island. Prior to joining NYCEDC, Ms. Packard worked in real estate finance at Capital Trust., a publicly traded real estate investment trust in New York, and in real estate acquisitions at Heitman, a real estate investment management company. Mrs. Beasley graduated from the University of Pennsylvania with a BA in Urban Studies and Real Estate Development and a Masters in City Planning.
