TAPS enable ULI District Councils to provide similar services on a smaller scale to local governments and community-based non-profit groups. The ULI Philadelphia Region offers this community outreach service by seeking projects and applications, and then convening a group of volunteer members with expertise in areas required to focus on the site’s particular problem or issues.
Expertise and advice are provided in the following areas:
- Land use design and planning
- Market feasibility analysis
- Financial analysis and structuring
- Structuring private/public partnerships
- Adaptive reuse of buildings
- Development process, permitting and community relations
The applicant is responsible for gathering all background information necessary to understand the project. The applicant will also provide staff support for the meeting, and for any follow-up report or presentation. TAPS volunteers will develop an understanding of the problem, develop recommendations and debrief the applicant.
